I require a command line utility, written in either C# or MSVC++ (and capable of compiling with [login to view URL] 2003) that will read an MPEG2 (Program Stream) file, extract video from a set of time ranges that will be provided on the command line and generate a new MPEG2 file with the results.
The video stream is taken from a VOB file, but has been demultiplexed and remultiplexed into a DVD like MPEG2 video stream (.mpg file). The audio stream is still in AC3 format, and the audio must continue to synch after the segment extraction. If absolutely required you may convert the audio stream to a 2 channel MP3 stream within the output MPEG2 file.
I can provide you with several MPG files that you will use as input once the project has started.
No installer required, I just want a command line tool and MSVC project workspace so that I may integrate this with a project I am currently working on.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
