Bulk Email Script Web Based

I'm looking to run a email program that can send up to 20million emails a day through multiple servers. Must be able to manage the lists from one location and schedule drops. The program should be coded in C and maximize server resources. If you have code for something similar and not all these features I'm willing to work with you. Here is a list of features.
