Custom website with multiple features using database to support community

Budget is $400 Require a high quality professional good looking website with many features that are common to some other popular website which include; • User creation page and login to a profile page where they can add photos, and write information there perhaps a blog as well (open to suggestion) • Admin page to manage the site similar to functionality of a content management system • MLM type functionality is also needed • A collage page with pictures pulled from database • There will be payment functionality and I would like to use Paypal and possibly Credit card merchant account which needs to be incorporated into the system I am open to suggestions for platform and database. However I am looking to host this site on a service like [login to view URL] so they provide MS SQL database and .NET. But if you know of other good hosting companies please feel to recommend. The website should be designed such that it is easily updatable for a new style. I would like the ability to completely change the skin easily. Once bidding has ended, I will provide full details of the project to the winning bidder. I would like to have a design of the website within a week of discussing details. Once the design is agreed to , I would like the project completed in 3 weeks.
