Capture screenshots from webcam save in server

I have some security cameras that stream live on the internet. I need to monitor those cameras and create a simple image log. You will create a simple plugin that will log into the server (I think it might have to be asp or aspx, as the plugin only seems to run in internet explorer on pc) on any language you choose, that will perform a very simple action. It will create a folder with the current date, select a camera take a snapshot every X seconds, which will be configurable, and save that image to the folder created. The system will allow adding or removing additional cameras.
