ASP.net2 webform and admin SQL

asp.net webform with admin management side the site will have three parts 1- webform for users to fill out and hit submit 2-admin side where there is a grid of the data and a record of each entry with export to excel 3-super admin for creating users in the system and populating some of the drop downs on the form (add/edit/delete) the webform will have the follwing fields and functions (it is for documenting a website) -Title of page url of page (with validation check that the url is valid and is not a 404) -content type (drop down) -Business unit (capture the user that filled this form, date and time gmt, ip address) -Comments (text box) -Other related items to this piece of content (add repeating div container with title and url -url must do validation) user can click this many times to add many more related items if needed this form should use some ajax library so that it can to the realtime validation of the web-page in without refreshing the page. the data grid should use a asp.net control that we will give you from [login to view URL] Tell me if you can easily make some option for the admin user to create additional form input fields that show on the webform we would need the label title and order for this On the admin side i would like to use this to be able to manage the order of the fields on the webform <[login to view URL]> Let me know if you can do this and when you can begin. I want to start asap and i think this is an easy project. you will need to be good in asp.net 2 and sql 2005.
