Hello, my name is Daniel Funicello and if you choose me for your project I will be using the libGDX library for crossplatform development which will allow me to code your core app once in Java then run it on Windows, Mac, Linux, Android, Ios, Html5 and create a 2D, or 3D if you want, GUI using libGDXs' OpenGLES library that adds a high level wraper around the low level OpenGLES graphics api, which allows for me to code once and run on all 6 operating systems. the only thing that needs to be coded differently is the phone controls and libGDX does a nice job of implementing an interface for that.
