Android and Java Web Service Development for a Proximity Based Advertising Application

We are looking for experienced android application developer and at the same time java web service developer for our ongoing project. Project is related to proximity based advertising business. You are expected to develop the feature list that will be assigned to you, make recommendations to improve existing parts or develop missing parts. Current state and requirements will be discussed before hiring. Current State --------------- - Java rest based web service base infrastructure already implemented. (jax-rs, jaxb, maven ) - User logs-in from the login page (rest web service (WS) is called) - Background service is started. This service periodically gets the position by using wifi or 3G. Raises notification if offers received for that location. - Get the offers from WS by its position and lists them on home screen. If offer is clicked then opens the detail page. - If connection is lost/comes-back, enables/disables GPS tracking. - Database is postgresql, db schema and same data script will be shared. Phase 1 Requirements ---------------------- 1 Do not deliver BS notification when application in on foreground 2 Delivered notifications should be saved per subscriber When delivered notification is clicked, list of delivered offers should be saved on server per subscriber based. So that web service will not sent the same notification list to that subscriber 3 When a home screen ad is clicked, related detail page opens, when come back to home screen, it should be positioned to original point 4 Scrolling behavior is not stable and not working smoothly I will give you the running application and then would like to get your estimation.
