Create an I-phone/I-Pad application - Downloaded Music Selection Contest

I want to build an app for Apple products (e.g. Iphone/Ipad) which can allow different users to join together and compete in a music selection game by genre.
For example
* 4 players want to compete and there are 2 players who want to be judges
* All of the players and judges have their own iphone/ipad
* The players/judges would be able to define the number of rounds (# of genres) in the game
* Once the game starts, the app would randomly pick from a selection of available genres (e.g. best 80's song)
* The players would then be given 30 seconds to select their best song from their own already downloaded music
* Once the songs are submitted by the players, the judges would be able to play these songs from their own iphone/ipad
* Players would be anonymous to the judges so they would not know who selected which song
* The judges would then rank the best to worst of the songs submitted
* The app would then keep score of the results
