Android Send SMS based on location of phone

Hello, Thanks for browsing this post. I need an android application which send SMS to diff mobiles(s) depending on location. Program shall read one file, which will have GPS coordinates and mobiles no(s). When phone is withing given GPS location +/- 50 meters, it should SMS to all mobiles number listed for taht location. Possible file format Latitude | Longitude| Phone Number | 60 31 00 N | -121 17 00 W | 188121111,18812444| 60 32 00 N | -121 18 00 W | 188123333| SMS should only sent once, after application becomes active. I believe it should be fairly simple to start with. SMSing and GPS handing is very common feature for android phones. This app is just for proof of concept. This would be required to be made an enterprise level. where every mobile number will correspond to an account and depending on account preference/privilege/validty/account balance SMS be sent. Proper logging and reporting. User has option to use mobile app create/manage account. Account creation involves money transaction. I mean to say real application will be a big project. I need project to be delivered as eclipse project which I can compile and run myself and test. I will be using HTC wildfire to test on Mobile. Thanks
