Android Live Wallpaper, Repost!

I need someone who can write me a simple live wallpaper. The application will only display a random image on the foreground every hour and the mage will be closed if the user tapped the screen, while the background only consist of a sky image with cloud animations...as simple as that, no complex algorithm. Happy Bidding.
Ps: this is a repost project, i had a bad experience with the recent seller who cannot meet the deadline.
