a demo website can be offered after reaching a commercial agreement. i think that the budget is quite small, so if you will accept a revenue share in addition, it will be fine.

Be careful if you want to use sim farms as in some countries such things are hunted by the main operators. I don't know in US but in Romania it is the case. I have done such an program trying to take advantage of the "free SMS" operator offers AND API based SMS sending to reduce the overall costs .
