Build a small data viz to drop in to an app

We want a basic javascript project that we can drop in to an existing web app. It consists of 6 circles with text inside, 3 in each row that can change between 3 colors depending on a data variable. This can use Javascript, D3, or C3.js. It is very basic and shouldn't take much time but it must be easy to resize and insert variables to the circles. We estimate it should only take a few hours for an experienced programmer. I have screenshots if you would like to see. We would like bids no more than 100 USD if possible
