APEX 1500 row Tabular Form on a single table

Oracle APEX 3.0 development to provide a simple Tabular Form for editing of a single table with 32 columns and 1520 rows. The form MUST be on a single HTML page, with buttons for editing each row independently - browser scroll bars for navigation NOT links on the rendered HTML page i.e. NO next/previous links to grab next/previous result sets. It must also provide the standard "export to CSV" option. An example CSV file has been uploaded which may be used to test the project.
