AS3 Racing Game Flash

I am looking for a basic engine built in Flash/AS3 to support a top down racing style game with upgrades. This project only requires basic art, and does not require sounds or music but does need place holders programmed in for these. A break down of what is required is; Engine; * Racing Engine with upgrades -> racing levels and obstacles -> 3 x varying difficulty races * Inventory of cars and parts -> inventory and upgrade engine * Additional areas to purchase upgrades * Opponent AI Databases; * Cars * Modifications * Race levels * Upgrade shops * Upgrade classifieds * Upgrade System Scenes; * Racing Scenes * Upgrade purchase scenes x 4 * Garage scene * Race selection scene * Misc scene x 3 The entire engine must be programmed in AS3/Flash. A milestone payment will be paid when the skeleton program is provided and final payment on a playable engine. Use of free engines or reused code is encouraged. Additional information on programming will be provided on bid.
