all-play-all tournament Algorithm

I need a function to build a tournament (all-play-all tournament) for a variable number of team between 3 to 12. The function receive in Input an array of strings with the names of teams, and for every team the name of city where it plays. If the number of team is odd one team every round not play (repose).
Conditions :
1) the teams must play one round in home and the next round away.
2) the maximum number of round that a team can play in home is 2, the best is the perfect alternation between home and away.
3) if two teams have the same city, it cannot play in the same round in home, one need to play in home and one away.
The function will produce a list of total_number_of_teams-1 rounds
