Create/Manage PPC Campaign--2

Hi, I want someone to help me create campaigns for my services. I want the person be able to creates the ads, and help me with finding the proper words for the research. I'm ready to spent few thousand a month for the publicity, so I want someone that have experience with this type of work. I'm very bad in Marketing, so I want someone that have the ability to understand my business and make the ads fit my market and my business needs. I want this to be a long relationship, writing in french could be useful.
