Bulk Email List and Send

I am looking for a bulk emailing expert to source a targeted email list only for US residents OVER THE AGE OF 50 and also send the emails to the list. I need an at-least 1,000,000 member list of people over the age of 50 ONLY in the United States. You must be knowledgeable about the technical side of emailing e.g. can-spam regulations, Sender ID, SPF, DKIM, DomainKeys and other pertinent mechanisms of ensuring emails are INBOXED. Also advise on the considerations involved with HTML vs plain-text emails and other factors that must be taken into account in the construction of the mail message, for optimum delivery rate. Regular communication and comprehensive reports are a MUST. Please explain your strategy for guaranteed INBOXING, state the date you are able to commence the emailing run, state your daily sending capacity, and mechanisms of reporting on and proving the success rate, via PM. Your bid price should be the total fee for the entire operation. We are doing a test pilot – if this works well, we will be doing this at a much larger scale. This has a lot of potential for someone who can do this well.
