Delete template lines on a custom designed box

I got a custom box designer to design a custom box. The files were fowarded to the printer. The printer insists he can not print them because the designer has left the template lines of the box locked in the image. He insists the template lines are not on it's own layer and therefore can not be deleted. If he was to print the final files then the template lines would be visible at the corners of the box. The designer insists that the files sent are totally editable. He insists the lines of the template are on it's own layer and can easily be removed. I need someone who is an expert in photoshop to sort this dispute and determine who is correct. If the template is editable I would like it deleted ( NOT AIR BRUSHED OR MASKED ) and the new files sent to the printer who can verify the files are print ready. The printer has requested psd and high resolution pdf [login to view URL] printer has been able to add a bleed to the image but has not been able to delete the lines. If the original files are not editable and the template lines are locked to the image I need confirmation so I will be able to confront the designer with the findings.
