Create automated batch Google display banners from XML feed in html5 format

We need help creating Google display banners based on an XML feed we have. Ideally we would want some sort of automated process (currently there are about 485 items in the feed) The feed does not include the logo, the logo to be used will be attached here as well as the read more button (which also isn't a part of the xml feed) See the banner examples attached for info about the logo and read more button
We need minimum 5 of the most popular Google display formats as well as 1 mobile format. (336x280, 320x50, 300x600, 930x180, 580x400, 300x250
Bidders should specify how many banners formats they will deliver and if their solution can be automated, so we can batch process new banners from the feed if necessary or if the feed changes. Freelancers who can provide automated solutions would be preferred.
Timing is essential here and we have short time to complete this work and thus appreciate quick response and delivery times from the programmers/coders.
All banners should comply with Google guidelines and should be in html5 format. Supported file size is 150kb or smaller. (review Google guidelines for more information about ad formats)
Following the banners should also be a file list which adds the geo targeting from the xml feed for the banners, so we can easily link the image banner and the location. Ideally this would be in an excel list:
First column: Image name (example: hjertesak118-336x280)
Second column: Geo location (example: <mapAnnotationsLat>59.44340110681883</mapAnnotationsLat>

Third column: Image url/path (example: <imageUrl>

PLEASE NOTE: Attached banner examples are just mockups to give you a good idea of how this could look like. We would expect your professional graphical design skills to create good looking display ads based on our "template". Important factors are readability so the text/content of the banners is easy to read.
The feed itself will be provided in PM to interested bidders. Again, delivery times are crucial to this project.
