I live in Los Angeles and am a professional designer for people like daft punk, dre chris brown, missy elliot and eminem. You provide storyboards, I do sample stills (3 versions max for the 4K budget, you approve them and I render the finals, do the audoi, clearances and music. Also I pretty much h only do 3D. 2D or classic cell, stop motion etc. cost more. 2K deposit 1 K milestone 1 k prior to deliver of final rendered HD FILES. Can do 4K but it costs extra, Sorry i this is out of your ballpark but this is what professional Hollywood work costs in the US. Comparing apples to apples most people like me won't touch this for under 15K. This is a good price.. JT
