Create PSD file from provided mock ups

I need a freelancer to create a PSD file from a provided mock up. In this mock up there will be two pages: home page and content page.
In this mock up I will provide everything: colors, position of elements, dimensions, effects when hovering, etc.
After the first delivery I would provide a feedback and there will be possibly some changes to apply to this first delivery.
The PSD file will be used later by a web developper to integrate it in a website: www.quisapit.com. So, the person doing the PSD file must have this in mind.
