Hi, having gone through the design, most of the work is achievable through WooCommerce and common WordPress plugins. The only think which would require most custom work is the e-card functionality. It would be better if you could share the PSD files, so that theme customization efforts could be assessed as well. Apart from that I've a question regarding the stories part: would user submitted stories go through moderation or published directly upon submission? I am assuming that they are not going to be packaged as a product for sale.

You need all cart and checkout functionality, a full blown back system to manage products and promotions. You need complete blogging portal services. You also need product customization. I recommend having all this at once and budgeting all at once is not a good idea. You may choose another freelancer and in the end he may gave up too. So i suggest you to follow agile methodology.
