CMS design & deploy

I'm in the process of developing a community portal (PHP/SQL) for the financial/banking industry (see attached sample homepage). The site will have 6 key sections - - News - link directory - Articles - Jobs (job listing) - Training/Events (this will be more of a Calendar) - Salary Survey I'm looking for an experienced web & graphic designer to assist me with the development of this portal which would involve - 1 - designing all pages of the portal (including redesign or adjustments to homepage). 2 - create web ready (html or other) templates for all the pages 3 - customise and implement Opensource or commerical PHP scripts (CMS or individual scripts) for the following 4 sections - - News - link directory - Articles - Training/Events (this will be more of a Calendar) The next two will not be implemented intially - Salary Survey - at the moment that is not required Jobs (job listing) - I have identified a script which I will implement later on This project will be on-going so the person selected can expect lots of work to come their way once the inital site is launched
