Build a Wordpress socail photo sharing website

I need a Wordpress website to share photos or albums between users and users can comment on albums or individual photos. Project budget should be less than 400$ and following must be satisfied, - Be based on Wordpress - Option to upload originals or compressed - User can be registered though OAuth (Facebook/Gmail/Twitter) - User can build a friends list of registered users - User can share albums or individual photos though shortened URLs - User can control album view permission (inherited down to photos) to specific registered users or public - Users with permission to view pictures can also comment on them - User has a home screen where he can view all his albums and albums/photos shared with him and his friends list plus - User can edit his profile information (picture,display name but not userid) - User gets an email when a new album/photo is shared with him - User can invite other users to use the service through email
