Hi, I am Harsh from India. I suggest to use Adobe Media server (previously known as flash media server) as it is very robust, scalable and multi platform reliable streaming server where we can put our business logic very securely on server side itself. We can stream the content to desktop computers as well as handheld devices( Android and IOS phones) We can broadcast live streams as well as schedules/play recorded stream(s) based on time etc.. There are many service providers offering suitable hosting plans for it from development phase to handling high density of concurrent viewers. There are open-source alternatives such as Red5 as well as Wowza media server etc.. but since I am confident with Adobe Media Server I would recommend to go for it. Development cost would be $1300 includes implementation of streaming service , database integration and its web portal development. It will take exact 40 days to complete the project.
