Saving pdfs with bleed and crop marks visible

I have 29 jpg images which need saving as A4 pdfs with a 3mm bleed crop marks visible.
However please note that there is some lettering close to the edge of many of the prints and I do NOT want the image cropped so that the lettering becomes closer to the edge
