Build a Website

I am looking for someone to make a model directory site I want a template made that is very flexible the site layout should be easy to change including header/footers/widget and colour schemes. it will need an automated sign up and upgrade. Each user must have a easy to use admin with predefined sections which I can change/add from the main admin. Users will need to input a description details (height weight hair colour etc) country/state/city, prices, photo gallery, type of work they do selected from predefined options basically radio button which when click shows they do this type of work. Each user will get a single page which will show all their details which will show up when people search and they fit the needs. Potential clients should be able to search by various criteria country/state/city and any details the models have put height age type of work etc Some features needed Premium members get better exposure listed first on searches they fill highlighted and front page exposure The backend will be a CMS and I am happy with wordpress/joomla/durpal I will do all installations and setting up myself So what I need done to start is a template made and a list of plugins that will be needed. quotes should be an hourly rate and how many hours it would take to complete
