Build a Website ....()

I am looking for someone to build a web site that I can issue temporary passwords to users to allow them access to documents for Esign. I myself would like to be able to scan a document into my computer and attach it to an account on the website and when the client signs in with his or her temporary password he will have the ability to electronically sign any document I scan in. I would of course be able to highlight which areas the pages needed sign and dated after scanning in. After the client would sign in to the web site and complete the esign and click submit he would then be locked out of the site the site could then possible email me saying documents are signed and ready. I myself would then log back in to view that the client has signed a document. I want the ability to issue different usernames and passwords as well. The whole point of this web site is for electronic signature on documents and a place to store them for secure viewing and printing.
