Build a Website- Recoding from Existing Templates

Take new psd files and existing mysql tables to create code for a new website. code must be in php and all data is dynamic. there is permission based feature which must be included in each page must feel comfortable with large volume of code, reviewing page layouts and receiving instruction for db calls, parameters needed and at least if this then that situations. the logics are multi-tiered in their inclusion and exclusion of parameters
