Character creation for print and web

We require a character creating for our brand. We are looking for tenders and quite simple sample ideas that can develop into the full character, most importantly we will need an ongoing relationship to be able to recreate the character in whatever scene, pose or state we require him in. We also need simple vector outlines that can be easily used as a logo, something distinctive. So for now we are simply looking for an image that fits the bill, which will hopefully become a more constant flow of artwork. The price we want is simply for the first image. Style is a bit like the Gorillaz are styled. The character is quite urban and can be accessorised with headphones, sneakers, and whatever you like. The character must be wearing a pullover hoody. Please provide colour, though you will need to be flexible in changing these when the final developments take place.
