Animate Illustration for Children Story

I have an audio story of 7:40 mins long. Also, have comic style illustrations done. I need someone to animate them into a animated story. You might have to crop the character out and animate it, or do some panning, zooming & etc actions. It will be great if you can make the eyes blink, hands move or leg walking, background moving & etc. If you are good with FLASH, this should be easy job for u. You might want to suggest what you can do or show me your sample. I do not have big budget, only can afford to pay between $30-50 depending on complexity of the animation. My target audience are kids. So please animate them into something interesting. If you are good, I will have more of such jobs coming up very very soon and hope we can form long term working relationship. Thank you
