You're offering way too much for this job. $30 should be plenty, assuming of course that, in my judgment, the article should be deleted. The way it generally works (there are a few exceptions) is that the article is nominated for deletion. After a week or so of discussion by interested parties, the final decision is made by an administrator. I myself have nominated numerous articles for deletion, and have even had one article deleted (and saved another from deletion) for a Freelancer client (see my review on July 31, 2013).
