Data Processing Template: Development of tool for data processing & verification

Our financial models are driven by core assumptions. These assumptions are made based on multiple desktop and field data which is then processed to arrive at an accurate traceable and verified assumption. I am seeking a system / software / template that works separately and as a pre step to our financial models. This 'system' references the assumption cell in the financial, what assumption has been made and grade the quality of the assumption using traffic light system. Behind this top level data summary is a more in depth sheet covering the following: Working sheet - crude data entered with logic worked out on sheet (i.e. unit or currency conversion); Reference Source/s of the Data: Ability to link to stored files sitting in data library; Which Employee processed the data; Assumption version: historic version and current updated version; Date of Entry. I have now idea if this is best achieved in excel or using some other system or software. In submitting your bid please explain the logic or system which you propose using. Attached is a typical assumption sheet which we use to drive our financial models.
