Hi, I believe this can be done in two or three hours. Parsing a csv file is not that hard, it should be easy to do, and test, it can get complicated if the csv is large. I would be doing this with Visual Studio 2015.

I have been programming for quite some time now and I'm good at what I do. I'm currently into C++ for quite a few years now and have been involved with projects doing programming using C#, Java, and Powerbuilder among others.
