C++ ActiveX control: user control with multiple dynamically created dockable splitters

We need an ActiveX control written in C++. This control will be used in VB6.
The control will allow us to programmatically generate multiple splitters and populate each one with a user control. Each splitter window may or may not have a title, a Close button, and a FullScreen button that expands it to assume the entire size of the user control.
Each splitter window may be moved around and docked in other places inside the control, similar to the docking in Visual Studio.
Splitter color and title font can be set for the entire control or for each splitter. Each splitter title may be RightToLeft or LeftToRight. Splitter width may be set for the entire control (not for each splitter). Splitters may be locked and unlocked.
Control must be super fast and optimized. Must be written in Visual Studio 2013. Must not use any external libraries. Must include test app in VB6. Must include full, simple, clear specifications in English. Must not have any memory leaks, GDI leaks, and MUST NOT CRASH, EVER.
Final milestone will be paid after testing the control in a production environment for 4 weeks.
