using visual studio express, write a programme in C#/C++ such that an android smartphone (ASUS zenfone 5) is able to scan QR codes/images. the result of the scan must be displayed in a programmed interface with information such as, time taken for scan, distance away from scan, speed of scan when the smartphone moves and the information of the qr code.

Hello, I think I would be able to help you with this project but there are some specifications that I think would be best to state now. For the most part the Android platform (like the ASUS zenfone 5 would be running) runs code based off of Java. Now there are libraries that make it possible to write code in managed C# or C++ (with IDE's such as Visual Studio) and have it run on Android as well, but if you don't absolutely need it to be written in C# or C++ I believe it may be easier to just directly write the program for the android platform. If you absolutely do need it written in C#/C++ that can still be worked out but it may take slightly longer. If instead you simply meant that the phone would be used as an extension for the C#/C++ application (that the program would not have to run on the phone itself) then that would be another task that could be done in a shorter amount of time.
