Alert Monitoring

Its going to be a very basic work. All work has to be done using Visual Studio. I want a console application or a window service that has to be running in the background to check file activity on a directory. Text files come to the current directory and after processing it will be sent to the archive directory There are two scenarios to check for 1) Check current folder for any *.txt files . If any exist do nothing 2) If step 1 returns no file exist. I want to check an another folder which is like an Archive directory and get the timestamp on the last file processed. 3) if the timestamp for the last processed file is 1 hours behind current system date timestamp. I want an alert to be sent to a webservice or to a webpage I also want aspx webpage to be developed just to display the message from the service or console application that there has been no activity on the folder ,foldername and for how long it has been inactive and further attributes. I am open to other suggestion of how this could be done, but the bottom line is i have to use Visual Studio Long story short, record activity on a folder and report the instnace to a webpage. All have to be from scratch
