I work in the field of performance evaluation of microprocessors for a very big microprocessor company, I am very proficient in hardware architectures and micro-architectures (cache & memory hierarchies) and am very good at C programming and performance optimizations - like having a piece of code generating as little misses as possible. I have also done an almost identical project during my Computer Science degree albeit I wrote the simulator in C#. I think I can get the simulator running in 3-4 hours at most (likely faster), it depends on how complex the base code really is and how easy it is to extend it. Part B should be more straightforward, if you are allowed to use performance libraries like the Intel MKL than that has a very efficient matrix transpose, otherwise it would take 1-2 hours of tuning but it shouldn't be a problem to make a blocked transpose function to get the cache performance desired.
