Animated Avatar(Able to Speak)

I need an avatar. It should be able to speak. No need to voice. I should be able to send an input to that avatar, just a duration, and it's mouth should be shown like it is speaking for a while(depends on the duration). I mean if i send "5 sec", avatar's mouth should be moving for 5 seconds. Avatar's hair, nose, ear is not very important. No need to be a professional product. I need just a simple avatar which can move it's mouth. And I also need the source code of the project in any C language or Java. My fund is limited with $100. And also my time is limited with 3 weeks.
