Desktop Background Changer

I would like an experienced programmer to create this programme that will change the users desktop background automatically, either randomly or at timed intervals. The software will store a list of backgrounds the user defines and will work from those background images. The software will also be able to download images from the Internet. Needs to be compiled with an installer and work with XP and Vista. The explanation above is a basic explanation, if you are experienced in C/C++ and can complete this with no struggles i will explain in more detail, i also have mock screenshots of the software that i would like it to look like. I will pay $100 for this project.
