C Language programming of Excel Spreadsheets for a Standalone Apllication

I have designed some spreadsheets that I would like to be converted into a standalone program that will let the user enter compatible data into forms and it will compute the correct results as well as provide charts from this data. This is copyrighted material that I have designed and I own all rights to the spreadsheets as well as the ensuing program that will be written from them. I would preferably like the program to be written in the C language or its newest versions. It will need to take data from one area and reuse it for calculations in other areas of the program for the final results. I will release a few of the spreadsheets at first to see how you will perform with this and then when I am certain you are capable of doing what I need I will release the rest of them. I am specifically not giving information that I know is needed to make a precise bid on the project, but I will send more information to potential bidders on the project. This program will be used to determine certain qualifications for determining the correct mehanical qualifications needed to transfer power from a piece of machinery to a stationary medium for the best mechanical performance.
