Building a local advertising website

My website acts as a place for local businesses to advertise on, as well as providing various information on the town and local events. The site is approximately 18-20 pages. A lot of the pages will have very similar layouts. Most of the actual content of the site I can put in myself. I need somebody who can create the layouts of each page. I already have a site map and know what content will be in each of the pages. Many of the pages will be fairly simple, with just text and an ad picture. For pages with multiple ads for different businesses I want to be able to have a feature allowing the user accessing the site to choose which types of business ads will be displayed on the page. For example, if the page contains a bunch of ads for local Dentists, I would like to be able to be able to select a filter option to just show the ads for the Dentists which start with the letter A. The website also needs to be responsive so that it can be viewed on different devices. I currently have a license and the files for this template [login to view URL] which provides all responsive pages and features. I would like somebody who can edit this multi-purpose template to create the layouts for the required pages, so that it keeps it's built in responsiveness. As an example of modifying html files of the template. There is a calendar page included in the template. My website needs an events calendar as well, but I would also like to put ads into the unused dates of the calendar. This is an example of some of the types of template modifying I would like. I require somebody who is fluent in English, can understand the requirements of the project, and is available to discuss the details of the pages over Skype or other instant messaging system while working on the project (preferably during North American hours, 11am-11pm EST). The target time for completing this project is before the new year.
