Asterisk PBX Expert wanted for to make recommendations (3 to 5 hours)

We need an Asterisk PBX expert to spend 3 to 5 hours to have a look at our project specifications and give suggestions and recommendations. Using the expert’s recommendations I will readjust the requirements and ask for formal bids for the actual development of the project. (Of course the coder who gets this preliminary analysis task will be in a good position to get the development of the full project.) This project is a system for pay-per-minute chat lines. The system will enable customers to: 1. Create an account using either the phone or a website page 2. Add money to their account. 3. Connect to the live entertainers while the money in their account is debited at a per-minute rate, until the funds in their account reach 0.00. We have a specifications document and a flow chart form the calls and billing. This is what the coder will look at. Coder will be reaquired to answer these questions to the best of their knowlege: 1. Is there some code already available (open source or proprietary) that would do exactly what I need? / or parts of it? 2. Whish part(s) would you remove from the project that would have a big impact on costs but not a big effect on functionality? 3. In your opinion, what would be the approximate development effort that needs to be invested (very rough idea, in terms of days/weeks) 4. Based on your knowledge, are there any recommendations you can make in order to make the system _more efficient_ or _cheaper_ to deploy? Is it better to break the project in 2 parts and assign it to 2 coders? e.g. Asterisk Expert for the telecom part and a Web developer for the interfaces? Buyer will receive exclusive and complete copyrights to all work purchased.
