build an algorithm

need an algorithm built that does exactly this- a consumer selects a few options on my website for example- the year make and model of a vehicle- based on that information the algorithm searches a different pre selected website (would having an api help?) to find the specific criteria the user asked for and then shoots the data collected back into our system and based on the data collected we are now able to direct that consumer to that specific business that has that particular item? This algorithm would also have to take into consideration the business would have to be within a certain radius on the consumers zip code which the consumer supplied
