Contest Brief

I need an A4 PDF background created for use on all our forms, invoices, quotes etc.
Attached is a PDF of our logo.
I want the same colour scheme with the same wiring diagram through it.
Maybe darker around the border and faded in the middle which the bod of the document goes?
